    "An Act relating to the Interstate Compact for Adult Offender                                   
    Supervision and the State Council for Interstate Adult Offender                                 
    Supervision; amending Rules 4 and 24, Alaska Rules of Civil                                     
    Procedure; and providing for an effective date."                                                
                                                                                                    
Representative Ogan moved and asked unanimous consent that HB 52                                    
be returned to second reading for the specific purpose of considering                               
Amendment No. 1.

         Insert a new bill section to read:                                                         
   "* Sec. 8.  The uncodified law of the State of Alaska is amended by                            
adding a new section to read:                                                                       
         LEGISLATIVE REVIEW OF RULES.  The compact                                                  
administrator shall annually, not later than January 31, provide any                                
rules that have been adopted by the Interstate Commission during the                                
previous calendar year to the legislature.  The legislature shall review                            
the rules to determine if the compact should be repealed, amended, or                               
permitted to continue.  In this section, "compact," "compact                                        
administrator," and "Interstate Commission," have the meanings given                                
in AS 33.36.110, repealed and reenacted by sec. 2 of this Act."
